Harit-SANKALP (System for Afforestation, Nursery Knowledge & Linkage Platform)

The Harit-SANKALP portal has been developed as a centralized digital platform, in synergy with FAO-India, to enhance strategic planning, institutional transparency, and end-to-end traceability in nursery management and the establishment of planting material supply chains under Forest Nurseries.

The portal streamlines online registration, systematic monitoring, and integrated information management. It incorporates a comprehensive, role-based workflow that encompasses advance planning, inventory oversight, traceability mechanisms, and monitoring processes, extending from the origin of seed sources to their final point of dispatch.

(i) Registration of Seed Production Area (SPA)/ Candidate Plus Tree (CPT)
(ii) Registration of Seed Orchard (SO)
(iii) Registration of Nursery
(iv) Registration of Research Institute (RI)
(v) Registration of Seed Processing cum Treatment Unit
(vi) Information of Seed Collection
(vii) Information of Seed Processing Unit
(viii) Information of Plant Produced and Disposal

(i) Generation of Unique Code for every utility
(ii) Generation of QR Code
(iii) Mapping of existing nurseries of State Forest Department’s
(iv) End-to-end traceability of planting material
(v) Role-Based Dashboards for Improved Visibility
(vi) Advance Booking Facility

The portal can be used by:
(i) State Forest Departments
(ii) Registered Nurseries and Seed Orchards
(iii) Seed processing and treatment units
(iv) Other Government Departments
(v) Research institutions
(vi) Authorized private and public sector organizations

Yes, user registration (login) is mandatory for accessing the portal’s services, including submission of applications for registration, provision of requisite information, and monitoring of application status.

A Seed Production Area is defined as "a natural or planted stand or group of stands, set aside, periodically rogued, and treated to stimulate seed production. The genetic quality of the seed is not known". The purpose of a seed production area is to provide, in quantity, seed of known origin from the best phenotypes available. The establishment of seed pro-duction areas is a stop-gap measure, designed to provide seed of the best possible quality until our seed orchards begin to bear.

A Candidate Plus Tree (CPT) is a superior tree, outstanding in desirable traits like fast growth, good form, or disease resistance, that's provisionally selected in natural stands for a tree improvement program, serving as a 'potential' plus tree before rigorous progeny testing confirms its genetic superiority as an 'Elite Tree'. It's identified by comparing it to nearby "comparison trees," accounting for environment, to find genetically better specimens for seed collection and reforestation.

(i) Location details (State, District, Circle, Division, Range, KML and GPS coordinates)
(ii) Species information
(iii) Area size / tree identification details
(iv) Ownership/administrative control
(v) Supporting documents and photographs

A Seed Orchard is a specially managed forest plantation of genetically superior trees, isolated to produce abundant, high-quality seeds for reforestation, breeding and tree improvement, and creating more productive forests with desirable traits like faster growth or disease resistance, using techniques like grafting (clonal) or seedlings from selected parents (seedling) for efficient genetic gain. It is isolated from other trees to control pollination to ensure genetic purity.

A facility where seeds are cleaned, graded, treated, packed, and stored.

Yes. Each unit must be registered separately with unique details (attributes such as geo coordinates, location of range, division, circle, etc.).

It records the number of plants raised from seeds and their subsequent terminus of utilization or disposal.

The login and user management screens show multi-level, role-based access at all levels of the Forest department hierarchy:
(i) National
(ii) State (At all three levels- CEO, State Authority; PCCF Development and PCCF Silviculture)
(iii) Circle
(iv) Division
(v) Range
This ensures decentralised data entry, controlled approvals, and secure access aligned with administrative hierarchy.

Authorized forest officials, research institutions, and private organizations can apply.

(i) Enhanced transparency and accountability in nursery and planting material management.
(ii) Improved advance planning and optimal utilisation of nursery capacity, seed production
(iii) Supply chains in various agroclimatic zones.
(iv) Real-time, dashboard-based monitoring at all administrative levels.
(v) Strengthened traceability and quality assurance under CAMPA-supported activities.
(vi) Seamless coordination between National, State, and field units through a single digital platform.
